Equip the Wishbone from Bonemass and search tall Mountain terrain. Silver veins generate at high elevation, not in every snowy patch. Follow the signal until it becomes faster, then dig. You need an iron pickaxe or better to mine the vein, plus frost protection and a plan to carry the heavy ore home.
Pack the tools that do different jobs

Search high ground, then follow the signal

Choose a substantial Mountain rather than a small snowy slope. The documented silver-generation threshold is 120 meters above the world's reference level; the ordinary map does not give you a precise altitude readout.

Equip the Wishbone and walk a search pattern across suitable high ground. Drakes and obsidian suggest you are getting high enough, but do not guarantee a vein beneath you.

When the Wishbone pulses, move in short directions and compare the pace. Faster signals mean you are closer to the source.

Dig near the strongest signal and expose the vein. Clear obstructing rock if necessary, then use the iron pickaxe on the silver itself.

Mark the location and extract in trips. Keep the route and recovery point outside the immediate mining hazard.
Why the search can fail
If there is no signal, first check that the Wishbone is equipped. Then consider the terrain: low Mountains and unsuitable slopes may not contain a vein. Search another tall area before digging a huge random trench.
A Too hard message means your attack cannot break what it hit. The Stagbreaker method can help prospect, but it is not a substitute for the iron pickaxe needed to collect silver. Nearby rock can also make random probing confusing.
Silver ore and bars are restricted cargo for wood portals at normal settings. Take ore to a Smelter with coal once you have transported it, or establish the necessary production near the resource. Smelting does not remove the normal teleport restriction.
Use the first bars for a specific unlock
Plan your first silver craft before spending the shipment. A cold-protection item, your chosen Mountain weapon or the Butcher's table can each solve a different bottleneck. You do not need to manufacture every silver item before moving forward.
Keep food, spare equipment and the return route ready for the next run. Mountain recovery can be harder than the first search if your only cold protection is on a tombstone.
