What to do first
An enabled timer is only one condition. Check that you are editing the active world or server, that enough in-game time has passed, and that the container qualifies. Existing loot, nearby construction and recent player visits can prevent replenishment under relevant settings. Zombie respawn is a separate system and will not refill shelves.

Confirm the configuration layer
A client's new-game Sandbox preset does not control a multiplayer server. The owner must check the active profile and the provider's settings behavior. Save a copy of the current configuration before changing values.
Use the documented setting names to find the relevant controls, but do not paste an old full INI file over the current configuration. Defaults, provider panels and generated files can differ; record the intended change and how that host applies it.
Observe without resetting the test
Choose an eligible container in an area that meets the rules. Visiting repeatedly can itself conflict with an absence requirement, so checking every few minutes is not a clean test of the timer.
Treat respawn as replenishment under conditions, not a guarantee of a particular item. If the configuration and timing appear correct, preserve the exact world settings and container circumstances for support. Do not delete map data or reset a world to force a shelf to refill.
