Old-save rule
You do not need a new save just to earn achievements
The official FAQ says achievements begin tracking once 1.0 is downloaded. An old character or world can therefore be eligible, but the game will not look backward and award an achievement simply because you defeated Eikthyr before tracking began.
If an achievement requires an action you completed before 1.0, expect to perform the qualifying action after tracking starts unless the final achievement description says otherwise.

Achievements matter
Use a clean character and world, avoid devcommands and spawned items, and preserve a backup before experimenting.
You already used commands
Do not assume a fresh world clears a flagged character, or a fresh character clears a flagged world. Keep both sides of the clean state separate.
You do not care about achievements
The official rule still matters for understanding the save state, but it does not prevent you from choosing an experimental play style.
